Issue 284, A1—Machine Three—The company holds a general meeting of Party members.

　　On September 6, the Party Members’ Congress of Xiangtan Electrochemical Group Co., Ltd. was held in grand style at the Cultural Palace, during which delegates to the 12th Congress of the Communist Party of China in Xiangtan City were elected. The congress had an expected attendance of 358 Party members, with 322 actually in attendance. The meeting was chaired by Comrade Zhong Hong, Deputy Secretary of the company’s Party Committee.

　　At the meeting, Comrade Tan Xinqiao, Secretary of the Party Committee and Chairman of the Group Corporation, delivered a report on the work of the Party Committee, reviewing and summarizing the Party and mass work of the company. Secretary Tan stated that the Party Committee of the company has taken production and operation as its central task, comprehensively strengthened Party building and ideological and political work within the enterprise, and fully leveraged the Party Committee’s role as the political core, the Party branches’ role as fighting bastions, and the exemplary and leading role of Party members, thereby providing strong organizational guarantees and spiritual impetus for the company’s harmonious stability and sustainable development. First, the Party Committee has attached great importance to these efforts, carefully organized them, made meticulous arrangements, and steadily advanced the practice activities of the Mass Line Education Campaign, the “Three Stricts and Three Honests” education seminars, and the “Two Studies and One Action” study and education activities, thus strengthening the ideological and political development of the cadre team. Second, we have launched initiatives to strive for excellence and set benchmarks, intensified assessment efforts, and promoted the construction of grassroots Party branches. Third, we have reinforced the building of the cadre team, adhering to the principle of selecting cadres based on both moral integrity and competence, enhancing the training of middle-level cadres, and improving their management capabilities. Fourth, we have strengthened the construction of publicity platforms, making comprehensive use of various publicity methods and forms that employees enjoy, thereby fostering a positive, uplifting, and harmonious corporate culture. Fifth, we have fulfilled our responsibilities, closely focusing on the central tasks, fully implementing the decisions and deployments regarding Party conduct and integrity building and the fight against corruption, reinforcing the sense of responsibility, and ensuring effective implementation of responsibilities. Sixth, the trade unions, Youth League, and Women’s Federation have developed together and made common progress, playing their roles as bridges and links between the Party and the masses. Secretary Tan also pointed out, in a candid and realistic manner, some existing problems in the company’s Party building work, such as the need for further strengthening the daily management and education of Party members, the necessity of innovating approaches to guide Party members to make contributions from their respective posts, and the need for greater effort in urging Party members to play their exemplary and leading roles. Regarding the key tasks for the next stage of Party and mass work, Secretary Tan issued important instructions. He called upon the Party Committee to organize thorough study and implementation of the spirit of General Secretary Xi Jinping’s important speech on July 1, steadily advance the “Two Studies and One Action” study and education activities, and serve the overall development of the enterprise; earnestly implement the Party Committee’s principal responsibility, effectively carry out Party conduct and integrity building, address effectively the prominent issues existing in the Party member ranks and grassroots Party building, strengthen the construction of grassroots Party organizations, and enhance the Party’s cohesion and combat effectiveness.

　　At the meeting, Secretary Tan discussed the project’s progress and this year’s achievement in reaching operational targets, drawing on the company’s actual situation. Thanks to the relentless efforts and continuous pursuit of several generations of electrochemical industry professionals, the industrial structure of the electrochemical sector has become more rational, and the company’s overall economic performance is trending positively. Secretary Tan expressed his hope that the company’s leading cadres would unify their understanding and approach, carry out current tasks solidly and effectively, further enhance their sense of responsibility and urgency in Party building work, and continue to strengthen and improve Party-building efforts. He also emphasized fully leveraging the ideological and political strengths of state-owned enterprises to provide strong support and ensure the smooth development of the company.

　　After hearing Secretary Tan’s report on the Party Committee’s work, the second item on the agenda of this conference was carried out: the election of formal delegates to represent the company at the 12th Congress of the Communist Party of China in Xiangtan City.

　　At the meeting, staff read out the approval from the Organization Department of the Xiangtan Municipal Committee of the CPC, adopting the “Draft Regulations on the Election at the Party Member Congress of Xiangtan Electrochemical Group Co., Ltd.” and announcing the list of poll watchers and vote counters. Comrade Zhong Hong, Deputy Secretary of the company’s Party Committee, briefly introduced the candidates for delegates to the 12th Municipal Party Congress, emphasizing that this Party member congress election is being organized strictly in accordance with the requirements of the Municipal Party Committee. He pointed out that this is an extremely important meeting, and successfully holding this Party member congress is a major event in the company’s political life. All Party members should approach this task from the perspective of upholding political principles and considering the overall situation, and conscientiously fulfill their duties and exercise their democratic rights.

　　The participating Party members cast their votes by secret ballot in strict accordance with the requirements for the election process. According to the vote count, Comrade Tan Xinjiao was elected as the delegate from Xiangtan Electrochemical Group Co., Ltd. to the 12th Congress of the Communist Party of China in Xiangtan City.
