On the morning of March 16 at 00:00, a surge of enthusiasm for studying the spirit of the Sixth Plenary Session of the 18th CPC Central Committee swept through the Cultural Palace Cinema. The company invited Zhang Zhichu, Director of the Provincial Party History Research Office, to deliver a briefing. All members of the company’s leadership team attended the session, and a total of 327 party member leaders and key representatives from work teams participated in the study. Tan Xinqiao, Secretary of the Party Committee and Chairman of the company, presided over the briefing.
Director Zhang took the comprehensive and strict governance of the Party as the main thread and provided a systematic exposition and in-depth interpretation of the spirit of the Sixth Plenary Session of the 18th CPC Central Committee from three perspectives: how to view it, how to study it, and how to put it into practice. To understand and grasp the essence of the Sixth Plenary Session of the 18th CPC Central Committee, we must first address the question of “how to view” it. The Sixth Plenary Session of the 18th CPC Central Committee was convened at a crucial historical juncture—marking the 95th anniversary of the founding of the Communist Party of China, the 80th anniversary of the victory of the Long March of the Red Army, the deepening phase of the “Two Studies and One Action” educational campaign, and the decisive stage toward the goal of building a moderately prosperous society in all respects. Enshrining in history the explicit proposal of “focusing on one core, conducting special studies on comprehensively governing the Party with strict discipline, and perfecting the ‘Four Comprehensive’ strategic layout” carries profound historical significance; it reflects the firm determination and historical responsibility of the Party Central Committee to unswervingly advance comprehensive and strict governance of the Party, as well as the common voice of the entire Party, and thus holds great contemporary relevance. It has been firmly established that the Party Central Committee—with Comrade Xi Jinping at its core—is the choice of history, the choice of our times, and the choice of the people.
Among the three questions—“How to view, how to learn, and how to act”—“how to learn” is the key link and the foundation. We must highlight the theme of comprehensively enforcing strict Party governance, thoroughly understand the two regulations—the “Several Guidelines on Intra-Party Political Life under New Circumstances” and the “Regulations on Intra-Party Supervision of the Communist Party of China,” grasp the spirit of General Secretary Xi Jinping’s important speeches, and clarify the four lists: positive, negative, responsibility, and projects.
Regarding “how to do it,” Zhang Zhichu proposed that we should properly handle seven key relationships: the relationship between strengthening the “four consciousnesses” and consciously safeguarding the core; the relationship between building the Party through ideological guidance and governing the Party through institutional means; the relationship between standardizing political life and purifying the political ecosystem; the relationship between exercising supervision and willingly accepting supervision; the relationship between leading by example and setting a good example for subordinates; the relationship between Party building in state-owned enterprises and the reform and development of state-owned enterprises; and the relationship between doing well our current work and preparing for the 19th National Congress of the Communist Party of China. Specifically addressing the relationship between Party building in state-owned enterprises and their reform and development, Zhang Zhichu used vivid metaphors—such as comparing the locomotive to the car body, the roots to the leaves, and the soul to the body—to illustrate more clearly the role of strengthening Party building in state-owned enterprises in driving their reform and development.
During the briefing, to help everyone better understand the spirit of the Sixth Plenary Session of the 18th Central Committee, the presenters vividly and emotionally shared three short stories that brought to life the heroic sacrifices and selfless dedication of revolutionary martyrs throughout history—stories that deeply moved and brought tears to the eyes of the audience.
At the end of the briefing, Zhang Zhichu discussed how to build on the realities of state-owned enterprises and drive their revitalization. He used a vivid metaphor—“Five Things to Achieve Success”—to illustrate this point: driving the vehicle well, wearing shoes that fit properly, fastening one’s buttons securely, leading the ox by its nose, and securing the cage tightly.
After lasting two and a half hours, the briefing session came to a close amid warm applause. In his concluding remarks, Secretary Tan said: “This was a briefing session rich in format and vivid in content. Through today’s study, everyone has gained a more comprehensive and profound understanding of the spirit of the Sixth Plenary Session of the 18th CPC Central Committee, and it holds strong guiding significance for strengthening Party building within our enterprise.” He emphasized that, in future work, we must actively bring into play the Party committee’s role as the leading core and political core, leverage the fighting fortress role of Party branches, and at the same time give full play to the exemplary and pioneering role of Party members, thereby comprehensively strengthening Party building and effectively implementing the spirit of the Sixth Plenary Session of the 18th CPC Central Committee.
